Does a criminal record matter, and can applying in-country avoid the background check?

The retirement Non-O doesn't require a criminal background check at all. That's an OA visa requirement, not this one. So there's no background check to route around here. Separately, the deposit method is the dependable financial route for this visa no matter where you start.
