Must I have a signed long-term lease before applying, or is an Airbnb / hotel booking with a TM30 enough to start?

You don't need to lock down long-term housing before applying. The proof-of-address paperwork for the extension (rental agreement, house book, landlord ID, and so on) is something we handle for you in-house. We file the TM.30 and use it to obtain your Certificate of Residence. So an Airbnb or hotel to start is perfectly fine; you're not required to have a signed long-term lease in hand to move forward.
