Can I convert OA → O once I'm living in Thailand (e.g., to drop the insurance requirement)?

Yes, and it's a common move. Because the Non-O doesn't require insurance, switching from OA to O drops that obligation. A typical path is: get the OA abroad on pension, come in, open a Thai account, run your pension through it for 12 months, then switch to the Non-O the following year (either on the income method or the 800,000 THB deposit).
